Dr. Smith earned his medical degree from the University of Connecticut.  He also attended Hartford Hospital’s Institute of Living (IOL) of Hartford, Connecticut.  He completed his residency in Neurology and psychiatry at the University Of Vermont School Of Medicine Psychiatry.  He is Board Certified in General Psychiatry and Child Psychiatry.


Dr. Smith started his career in inpatient psychiatry working with children, adolescents and adults, as well as addictions.  Prior to joining the CSB, Dr. Smith was the Medical Director for the Behavioral Health Department Generations Family Health Center, Inc. in Willimantic, CT and the Director of Child/Adolescent Inpatient services in Natchaug Hospital in Mansfield Center, CT.


Dr. Smith’s areas of specialization include development of systems and delivery of care for:  Pharmacology Inpatient Psychiatry;  Children and Adolescent Partial Hospitalization Programs; and, Child and Adolescent Substance Abuse/Dual-Diagnosis Eating Disorders Managed Care Organizations.

Dr. Smith began his employment with the Hampton-Newport News Community Services Board in August, 2011 where he provides diagnostic assessment and pharmacologic management at Adult Comprehensive Outpatient Services and hospital coverage.
