Youth and Family services are for children and families who need a variety of case management, counseling, crisis,and psychiatric services.
Hampton Healthy Families
The Child and Adolescent Comprehensive Outpatient Services program offers a full range of community based mental health services for children, adolescents, and families who are affected by serious emotional disorders or developmental delays. We offer a full continuum of community based behavioral health and intellectual disability services that are carefully crafted to meet the needs of children and families.
Our team of professionals includes licensed mental health professionals including Board Certified Adult and Child Psychiatrists, Psychiatric Nurse Practitioners, Licensed Clinical Social Workers, Licensed Professional Counselors, and Registered Nurses. All are committed to providing the highest quality treatment to children and adolescents with behavioral healthcare needs.

Juvenile Justice Services
This program offers collaboration and provision of clinical services with the Hampton and Newport News Court Service Units and Newport News Secure Detention. Services include the provision of mental health and substance use screenings, comprehensive assessments, short-term therapeutic interventions, and crisis intervention to youth who present before the Hampton and Newport News Juvenile and Domestic Relations Courts or Court Service Unit.
Therapeutic groups are offered to address anger management and substance use. The clinical team has expertise in delinquency and criminality, offering individualized, trauma-informed treatment.
Hampton Healthy Families
An exceptional partnership between the HNNCSB and the Hampton Healthy Families Partnership, where children birth to five and their families receive both the Parents As Teachers (PAT) evidence-based home visiting and Case Management services. PAT services focus on insuring that all children will learn, grow, and develop to realize their full potential, which are supported by the coordination and advocacy provided in case management. Newport News Healthy Families
This is a unique partnership between the H-NNCSB and the Newport News Healthy Families program, to offer the Healthy Families America Home Visiting Services in combination with Mental Health Case Management services, to some of the most vulnerable young children and families in our community. The Healthy Families America evidence-based curriculum compliments the linkage, coordination, and advocacy available as part of case management services. These services focus on strengthening nurturing parent-child relationships and promoting healthy childhood growth and development.

Case Management
Intensive Care Coordination
Case Management is an essential and unifying factor in the H-NNCSB’s service delivery system. The case manager serves as the single point of contact and support for the family and child regardless of the level of treatment. The case manager provides on-going assessments of needs, linking and coordination of services and monitoring of services for young people with serious emotional disturbances or substance use disorders. Activities include interagency planning, collaboration and treatment monitoring to assist families in accessing social, educational, vocational and other supports. Intensive Care Coordination provides a more intensive level of service that include clinical assessments and level of care determinations. Service eligibility shall be based on a Serious Emotional Disturbance (SED) or an Intellectual or Developmental Disability (IDD).

Adolescent Substance Use Disorder (SUD)
Treatment Services
- Comprehensive assessment with a licensed professional, with treatment recommendations.
- Development of an individualized treatment plan and receive services in accordance with the plan.
- Safety Planning, care coordination, and referral to other needed services.
- Outpatient individual, family, and group counseling
- For those ages 16-17 with a diagnosed opioid use disorder, referral for multidimensional assessment to determine if Medication Assisted Treatment is appropriate. If so, office-based opioid treatment will be offered.

Mentor Services
Program Detail
Our Mission is to help youth in our community develop a sense of self-work and self-confidence and to promote their personal growth by encouraging and enhancing their academic, social, vocation, independent living, athletic and expressive skills.
The program provides in and out-of-home education, behavioral interventions, training and crisis management services to children and adolescents with moderate to severe emotional disturbances, developmental delays, or substance abuse and their families. Services include provision of crisis intervention, behavioral intervention, participation in treatment planning, outreach, service provider linkage, monitoring, advocacy, daily living support, independent living skills, vocational instruction, medication monitoring, supportive counseling and positive role modeling.
Community served: children between the ages of 5 and 17 with emotional disturbance that has resulted in significant functional impairment over a significant period time.

Mentor Services
Funding and Eligibility
Funding
Therapeutic Mentor services must be approved for funding through the Family Assessment and Planning Team (FAPT) process or another approved funding source.
Eligibility for Funding
Criteria for service is determined by the Office of Children's Services which is the governing body of the local FAP Teams. According to the Children's Services Act Policy Manual, in order for a child to be eligible for services they must meet ALL four criteria
- The child meets the statutory definition of a "child in need of services." Specifically, "the child's behavior, conduct, or condition presents or results in a service threat to the well-being and physical safety of the child, or the well-being and physical safety of another person if the child is under the age of 14.”
- The child has emotional and/or behavior problems that:
- Have persisted over a significant amount of time, are significantly disabling and require coordinated interventions by at least two agencies.
OR
- Place the child at imminent risk entering an out of home placement - The child requires services to address immediate crises and preserve the family while ensuring safety of child and other persons.
- The goal of the family is to maintain the child in the home (i.e. foster care prevention)
In addition to funding allocated by the local FAP Teams, Adoption Subsidy funded can also be allocated to fund services. Determination is made in conjunction with the family’s assigned Department of Human Services Specialist.
Children's Behavioral Health
Urgent Care Center
The Children's Behavioral Health Urgent Care Center provides rapid assessment, crisis intervention, and comprehensive psychiatric evaluation for children and adolescents experiencing a mental health crisis. Services are provided in a safe, clinically supervised treatment environment. Assessments and clinical interventions are conducted by qualified mental health providers and child psychiatrists. Community-based follow-up services may include phone contacts, teleconferencing with the child and family in the home or school, and telepsychiatry appointments.

Children's Mobile Crisis Services
The Children's Mobile Crisis Intervention program provides comprehensive assessment, short-term crisis counseling, safety planning, linkages, coordination, and follow up. Services are provided by a Licensed Professional. The program addresses the concerns that place a youth at risk of psychiatric hospitalization, prevent future crisis, and provide services in the least restrictive setting.
